In many cases, users tagged Grok directly under photos posted on X, causing the AI to generate edited images that appeared publicly in the same threads.<\/p>\n<p>\u201cWe have implemented technological measures to prevent the Grok account from allowing the editing of images of real people in revealing clothing such as bikinis,\u201d the company said, referencing the viral trend of asking Grok to put people in bikinis.<\/p>\n<p>The company also said image creation and image editing through the Grok account on X are now available only to paid subscribers, a change it said is intended to improve accountability and prevent misuse of Grok\u2019s image tools that violate the law or X\u2019s policies. The company also instituted location-based restrictions.<\/p>\n<p>\u201cWe now geoblock the ability of all users to generate images of real people in bikinis, underwear, and similar attire via the Grok account and in Grok in X in those jurisdictions where it\u2019s illegal.\u201d<\/p>\n<p>Despite the changes, however, Grok continues to allow users to remove or alter clothing from photos uploaded directly to the AI, according to <i>Decrypt&#8217;s<\/i> testing and <a href=\"https:\/\/bsky.app\/profile\/tatumhunter.bsky.social\/post\/3mcgcgzc7vk2t\" target=\"_blank\" rel=\"noopener nofollow external\">user reports<\/a> following the announcement.<\/p>\n<p>In some cases, Grok acknowledged \u201c<a href=\"https:\/\/decrypt.co\/353646\/musk-xai-grok-deepfakes-run-wild\" target=\"_blank\" rel=\"noopener\">lapses in safeguards<\/a>\u201d after generating images of girls aged 12 to 16 in minimal clothing, conduct prohibited under the company\u2019s own policies. The continued availability of those capabilities has drawn scrutiny from advocacy groups.<\/p>\n<p>\u201cIf reports that Grok created sexualized images\u2014particularly of children\u2014are true, Texas law may have been broken,\u201d Adrian Shelley, Texas director of Public Citizen, said in a statement. \u201cTexas authorities do not have to look far to investigate these allegations. X is headquartered in the Austin area, and the state has a clear responsibility to determine whether its laws were broken and, if so, what penalties are warranted.\u201d<\/p>\n<p>Public Citizen previously called for the U.S. government to pull Grok from its list of acceptable AI models over concerns of <a href=\"https:\/\/decrypt.co\/349700\/group-asks-federal-agency-halt-use-elon-musk-grok-ai-racism\" target=\"_blank\" rel=\"noopener\">racism<\/a> exhibited by the chatbot.<\/p>\n<h2 color=\"#333\">Global backlash<\/h2>\n<p>Global policymakers have also increased scrutiny of Grok, leading to several open investigations.<\/p>\n<p>The European Commission <a href=\"https:\/\/decrypt.co\/353773\/eu-calls-grok-child-images-illegal-global-crackdown-intensifies\" target=\"_blank\" rel=\"noopener\">said<\/a> X and xAI could face enforcement under the Digital Services Act if safeguards on Grok remained inadequate. At the same time, Australia\u2019s eSafety Commissioner <a href=\"https:\/\/decrypt.co\/354095\/australian-regulator-flags-grok-ai-image-abuse-complaints\" target=\"_blank\" rel=\"noopener\">said<\/a> complaints involving Grok and non-consensual AI-generated sexual images have doubled since late 2025. The regulator said AI image tools capable of producing realistic edits complicate enforcement and victim protection.<\/p>\n<p>In the UK, regulators with Ofcom <a href=\"https:\/\/x.com\/Ofcom\/status\/2010677267429577129?s=20\" target=\"_blank\" rel=\"noopener nofollow external\">opened<\/a> an investigation into X under the Online Safety Act stemming from Grok being used to generate illegal sexualized deepfake images, including those involving minors. Officials said Ofcom could ultimately seek court-backed measures that effectively block the service in the UK if X is found non-compliant and fails to take corrective action.<\/p>\n<p>Other countries, including <a href=\"https:\/\/abcnews.go.com\/Business\/wireStory\/malaysia-legal-action-musks-xai-misuse-grok-chatbot-129158669\" target=\"_blank\" rel=\"noopener\">Malaysia<\/a>, <a href=\"https:\/\/techcrunch.com\/2026\/01\/11\/indonesia-blocks-grok-over-non-consensual-sexualized-deepfakes\/\" target=\"_blank\" rel=\"noopener\">Indonesia<\/a>, and <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/south-korea-calls-on-x-to-protect-minors-from-grok-deepfakes\/3799010\" target=\"_blank\" rel=\"noopener nofollow external\">South Korea<\/a>, have also opened investigations into Grok in a bid to protect minors.<\/p>\n<p>While States across America monitor the situation, California is the first to open an investigation into Grok. On Wednesday, California Attorney General Rob Bonta announced a <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-launches-investigation-xai-grok-over-undressed-sexual-ai\" target=\"_blank\" rel=\"noopener\">probe<\/a> into xAI and Grok over the creation and spread of non-consensual sexually explicit images of women and children.<\/p>\n<p>\u201cThe avalanche of reports detailing the non-consensual, sexually explicit material that xAI has produced and posted online in recent weeks is shocking. This material, which depicts women and children in nude and sexually explicit situations, has been used to harass people across the internet,\u201d Bonta said in a statement.<\/p>\n<p>The investigation will examine whether xAI\u2019s deployment of Grok violated state laws governing non-consensual intimate imagery and child sexual exploitation.<\/p>\n<p>\u201cI urge xAI to take immediate action to ensure this goes no further,\u201d Bonta said. \u201cWe have zero tolerance for the AI-based creation and dissemination of nonconsensual intimate images or of child sexual abuse material.\u201d<\/p>\n<p>Despite the ongoing investigations, X said it takes a \u201czero tolerance\u201d stance for child sexual exploitation, non-consensual nudity, and unwanted sexual content.<\/p>\n<p>\u201cWe take action to remove high-priority violative content, including Child Sexual Abuse Material (CSAM) and non-consensual nudity, taking appropriate action against accounts that violate our X Rules,\u201d the company wrote. \u201cWe also report accounts seeking Child Sexual Exploitation materials to law enforcement authorities as necessary.\u201d<\/p>\n<div>\n<h3>Daily Debrief Newsletter<\/h3>\n<p>Start every day with the top news stories right now, plus original features, a podcast, videos and more.<\/p>\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>In brief X restricted Grok image generation and editing features and limited access to paid subscribers.
