Bill Cassidy (R-LA) and Cynthia Lummis (R-WY) introduced legislation on Monday to support <a href=\"https:\/\/decrypt.co\/resources\/what-is-bitcoin-four-minute-instant-guide-explainer\" target=\"_blank\">Bitcoin<\/a> miners, arguing that the industry needs government help to prevent foreign adversaries from gaining outsized influence over the digital asset\u2019s network.<\/span><\/p>\n<p><span>The Mined in America Act is aimed at empowering the government to support Bitcoin miners through federal programs, while also enshrining U.S. President Donald Trump\u2019s <\/span><a href=\"https:\/\/decrypt.co\/309032\/president-trump-signs-executive-order-to-establish-bitcoin-reserve-crypto-stockpile\" target=\"_blank\"><span>executive order<\/span><\/a><span> to establish a Strategic Bitcoin Reserve into law, according to a <\/span><a href=\"https:\/\/www.cassidy.senate.gov\/newsroom\/press-releases\/cassidy-lummis-introduce-bill-to-boost-u-s-digital-asset-mining-back-president-trumps-strategic-bitcoin-reserve\/\" target=\"_blank\"><span>press release<\/span><\/a><span>.<\/span><\/p>\n<p><span>\u201cThe Mined in America Act brings this industry home through forward-thinking initiatives to secure our financial future,\u201d Lummis said in a statement. \u201cPresident Trump pledged to make the United States the digital asset capital of the world\u2014and we\u2019re not backing down.\u201d<\/span><\/p>\n<p><span>The legislation would create a voluntary certification program where mining entities facilities can become certified as \u201cMined in America\u201d under the Commerce Department. As part of that certification, those entities commit to phasing out \u201cmining equipment manufactured by companies tied to foreign adversaries\u201d like Russia and China.<\/span><\/p>\n<p><span>Projects certified as \u201cMined in America\u201d gain the ability to tap existing federal energy and rural programs amid the shift, the press release states. What\u2019s more, the government would be committed to helping U.S. manufacturers develop crypto mining equipment onshore.<\/span><\/p>\n<p><span>The Mined in America Act was crafted with support of the Satoshi Action Fund, and in a statement, CEO and co-founder Dennis Porter described the industry\u2019s reliance on hardware from China as a \u201cliability.\u201d Those machines total 97% of Bitcoin\u2019s so-called hash rate, he said.<\/span><\/p>\n<div>\n<blockquote>\n<p lang=\"en\" dir=\"ltr\">Digital asset mining is a big part of our economy. Enacted in 2022, the legislation set aside federal funding for domestic chip-manufacturing. At the time, supply chains snarled by the global pandemic raised questions about the country\u2019s exposure to regions like Taiwan, where the world\u2019s most advanced chips are fabricated.<\/span><\/p>\n<p><span>The bill lands as Bitcoin miners <\/span><a href=\"https:\/\/decrypt.co\/309141\/analysts-rating-bitcoin-miners-pivot-ai-hardware-manufacturing\" target=\"_blank\"><span>increasingly pivot<\/span><\/a><span> toward artificial intelligence, with profitability pressured by the digital asset\u2019s latest fall from all-time highs. Cassidy signaled that Bitcoin mining has the potential to buoy blue-collar job creation, at a time when data center buildouts are accelerating as a result of the AI boom.<\/span><\/p>\n<p><span>\u201cDigital asset mining is a big part of our economy. We should be doing it here in America,\u201d he said. \u201cThis bill will secure supply chains, back U.S. manufacturing, and support this industry.\u201d<\/span><\/p>\n<p><span>Trump\u2019s <\/span><a href=\"https:\/\/decrypt.co\/302490\/trump-executive-order-federal-crypto-reserve-no-bitoin\" target=\"_blank\"><span>promise to create<\/span><\/a><span> a Strategic Bitcoin Reserve was among his biggest overtures to digital asset investors on the campaign trail. However, the U.S. government has yet to unveil an allocation that\u2019s only allowed to stem from <\/span><a href=\"https:\/\/decrypt.co\/309122\/no-plan-yet-sell-gold-buy-more-bitcoin-treasury-will-decide-david-sacks\" target=\"_blank\"><span>budget-neutral strategies<\/span><\/a><span>.<\/span><\/p>\n<p><span>In October, Lummis <\/span><a href=\"https:\/\/decrypt.co\/344304\/us-scored-14-billion-bitcoin-will-go-strategic-reserve\" target=\"_blank\"><span>advocated<\/span><\/a><span> for $14.4 billion in Bitcoin seized from the alleged head of a global crypto scam network to be diverted to the reserve. At the time, the seizure represented the DOJ\u2019s largest haul in the cryptosphere.<\/span><\/p>\n<p><span>Not long before, Eric and Donald Trump Jr. unveiled a Bitcoin mining venture dubbed American Bitcoin.
