MANILA — The unprecedented vote by Philippine senators on Tuesday night to return Vice President Sara Duterte’s impeachment articles to the House of Representatives for further deliberation has plunged domestic politics into turmoil, with analysts predicting the move will delay but not terminate her trial.
By acting as they did, senators passed the buck to their House colleagues by setting conditions on how the legal process can move forward. Wednesday’s planned session to read the charges was cancelled.
