TOKYO — China on Thursday denied responsibility for economic strains in the European Union, while Brussels urged Beijing to end what it called distortive practices, including restrictions on rare earths exports.
In a statement released after a strategic dialogue in Brussels on Wednesday, China acknowledged that while differences exist between the two sides, the relationship should not be seen as a confrontational rivarly.
