        "rendered": "<div data-testid=\"html-renderer-container\">\n<p>Hong Kong Finance Secretary Paul Chan defended the city\u2019s \u201csame activity, same risk, same regulation\u201d framework for digital assets while speaking at the World Economic Forum in Davos, according to the South China Morning Post.<\/p>\n<p>Speaking at a closed-door workshop in Switzerland on Tuesday, Chan said finance and technology were increasingly intertwined but required a balanced regulatory approach. He said:<\/p>\n<blockquote><p>Digital assets should serve the real economy. But we must also build strong guardrails to address risks to financial stability, market integrity and investor protection.<\/p><\/blockquote>\n<p>Chan pointed to the city\u2019s \u201csame activity, same risk, same regulation\u201d principle for digital assets, which he said guides how the sector is regulated. The principle means digital asset businesses are regulated according to the risks of their activities rather than the technology they use. <\/p>\n<p>He cited existing measures including a licensing regime for virtual asset trading platforms and a Hong Kong Monetary Authority pilot testing transactions using tokenized deposits and digital assets, according to the <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/hong-kong-economy\/article\/3340594\/hong-kong-promotes-responsible-and-sustainable-digital-asset-regime-davos\" rel=\"nofollow noopener\" target=\"_blank\" title=\"https:\/\/www.scmp.com\/news\/hong-kong\/hong-kong-economy\/article\/3340594\/hong-kong-promotes-responsible-and-sustainable-digital-asset-regime-davos\">SCMP<\/a>. <\/p>\n<p>Chan added that <a href=\"https:\/\/cointelegraph.com\/news\/hong-kong-passes-stablecoin-bill-opens-licensing-by-year-end\" rel target=\"_self\" title=\"https:\/\/cointelegraph.com\/news\/hong-kong-passes-stablecoin-bill-opens-licensing-by-year-end\">stablecoin licenses<\/a> are expected to be issued in the first quarter, and that Hong Kong has already issued three batches of <a href=\"https:\/\/cointelegraph.com\/news\/hongkong-tokenized-bonds-digital-asset-strategy\" rel target=\"_self\" title=\"https:\/\/cointelegraph.com\/news\/hongkong-tokenized-bonds-digital-asset-strategy\">tokenized green bonds<\/a>, conventional debt issued onchain to fund environmental projects, totaling $2.1 billion since 2023.<\/p>\n<p><template data-ct-widget=\"buzzsprout\" data-buzzsprout-podcast-id=\"2040516\" data-buzzsprout-episode-id=\"18518100\"><\/template><\/p>\n<p><em><strong>Related: <\/strong><\/em><a href=\"https:\/\/cointelegraph.com\/news\/hong-kong-industry-group-pushes-carf\" rel target=\"_self\" title=\"https:\/\/cointelegraph.com\/news\/hong-kong-industry-group-pushes-carf\"><em><strong>Hong Kong industry group pushes to soften CARF rules<\/strong><\/em><\/a><\/p>\n<h2>Hong Kong\u2019s push into asset tokenization<\/h2>\n<p>Hong Kong, a special administrative region of China that has emerged as a <a href=\"https:\/\/cointelegraph.com\/magazine\/the-one-thing-these-6-global-crypto-hubs-all-have-in-common\/\" rel target=\"_self\" title=\"https:\/\/cointelegraph.com\/magazine\/the-one-thing-these-6-global-crypto-hubs-all-have-in-common\/\">global crypto hub<\/a>, has increasingly pointed to tokenization as a practical use case for digital assets.<\/p>\n<p>In October, a Hong Kong-based subsidiary of China Merchants Bank (CMB) tokenized a <a href=\"https:\/\/cointelegraph.com\/news\/china-merchants-bank-3-8-billion-fund-bnb-chain-hong-kong\">$3.8 billion US dollar money market fund<\/a> on BNB Chain, issuing the fund onchain through CMB International Asset Management.<\/p>\n<p>The Hong Kong Monetary Authority (HKMA) recently <a href=\"https:\/\/www.hkma.gov.hk\/eng\/news-and-media\/press-releases\/2025\/11\/20251103-3\/\" rel=\"noopener nofollow\" target=\"_blank\">said<\/a> its Fintech 2030 strategy will prioritize data, artificial intelligence, resilience and tokenization under a <a href=\"https:\/\/cointelegraph.com\/news\/hkma-unveils-fintech-2030-strategy-plans-to-accerlate-rwa-tokenization\">framework known as DART<\/a>, outlining more than 40 initiatives aimed at expanding the city\u2019s tokenization ecosystem over the next five years.<\/p>\n<p>In November 2025, Brazilian digital bank Banco Inter completed a <a href=\"https:\/\/cointelegraph.com\/news\/brazil-hong-kong-cross-border-blockchain-trade-system-chainlink\">blockchain-based trade finance pilot<\/a> with Chainlink, the Central Bank of Brazil and the Hong Kong Monetary Authority, testing cross-border settlement between Brazil and Hong Kong.
