        "rendered": "<div data-gtm-locator=\"articles\" data-v-ae253174>\n<article id=\"article-238318\" data-v-ae253174>\n<p itemprop=\"description\" data-v-ae253174> The Council of the European Union endorsed the launch of the European Central Bank\u2019s digital euro in both an online and a privacy-focused offline version. <\/p>\n<div data-v-ae253174><picture><source media=\"(min-width: 1200px)\" ><source media=\"(min-width: 992px)\" ><source media=\"(min-width: 768px)\" ><source media=\"(min-width: 480px)\" ><img  loading=\"eager\" fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/images.cointelegraph.com\/cdn-cgi\/image\/format=auto,onerror=redirect,quality=90,width=1434\/https:\/\/s3.cointelegraph.com\/uploads\/2025-12\/019b45b9-2bd5-7a64-af96-797e0b67274a.jpg\" alt=\"EU council endorses offline and online versions of digital euro\"><\/picture><\/div>\n<div data-v-ae253174>\n<div data-v-ae253174>\n<p>The Council of the European Union (EU)  the European Central Bank\u2019s (ECB) digital euro design,<\/p>\n<p>A Friday <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/12\/19\/single-currency-council-agrees-position-on-the-digital-euro-and-on-strengthening-the-role-of-cash\/pdf\/\" rel=\"nofollow noopener\" target=\"_blank\" title=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/12\/19\/single-currency-council-agrees-position-on-the-digital-euro-and-on-strengthening-the-role-of-cash\/pdf\/\">document<\/a> outlined the council\u2019s position on the digital euro, including alignment with the ECB on launching online and offline variants simultaneously<\/p>\n<p>ECB President Christine Lagarde   that t rest with EU lawmakers<\/p>\n<blockquote><p>\u201cIt&#8217;s now for the European Council and certainly later on for the European Parliament to identify whether the Commission proposal is satisfactory, how it can be transformed into a piece of legislation or amended.\u201d<\/p><\/blockquote>\n<h2>The offline digital euro\u2019s limitations<\/h2>\n<p>Documents reveal that a cash-like currency  observers from linking multiple activities to the same user. The blueprint for the offline digital euro takes it up a notch by having transaction data never leave the direct participants. <\/p>\n<p>The system is meant to allow authorized devices to transfer digital euro central-bank-signed tokens during in-person transactions. <\/p>\n<p>tproximity requirement b.
